On most boats under the dash there will be a wiring harness connector for all of your instruments and power at the console. No power to accessories bilge nav lights and live wells the cylindrical object is very likely the timer for the livewell pump and not very likely the cause of your issue. On my boat it was a white connector with about 10 wires that was hanging right under the dash. It could be a potential safety concern when they are out on the water.
